It has always been neutral, even though that has now change, the culture hadn't been affected much. Since a compromise had to be made between the demure Harleston and the extravagant Pemberton, one can find everything in The Royal Land.
Fashions vary from the extravagant to the simple with women wearing their hair both covered and uncovered, loose and pinned up and men either with heavily decorated garb or that which is spartan in appearance. Long hair and short hair is common among the men as well.
